Building Regmon

GUI: The Regmon Gui was built with Microsoft Visual C++ 2.2. 
VXD: The VxD was built with Vireo VtoolsD for Windows 95. Building the
     VxD results in the new version being copied to both the GUI and
     GUI\WINDEBUG directories so that the GUI can be run from the
     Visual C IDE or from the WINDEBUG directory.
